It’s really random and sadly rare.
I’ve heard that you increase your chances of a shining wool if you brush, feed, and talk to a sheep and then sheer it that same day. You can save it right before you sheer your sheep too, and if you get a perfect wool, keep restarting your game until you get a shining one. It may take a lot of restarting the game, though.
Try asking in games and recreation. You will be more likely to get the info you need.
